Total armor reduction is based on a % (with maximums based on class) which is calculated by adding all of your armor values together and then dividing that sum by the level of the enemy.
Maxim armor: Warriors 50%, Scouts 25%, Mages 10%.
If armor is capped, this means that all incoming damage against you by opponents of your level or below will be reduced by that %. Incoming damage from opponents over your level will follow this calculation: Damage Reduction = Armor Value/Opponent Level.
For example: My armor value at level 70 is currently 1856
1856/70 = 26.5 (Since my cap is 25% damage can only be -25%).
1856/75 = 24.7 (Damage is -24.7% for a level 75 opponent).
1856/80 = 23.2 (Damage is -23.2% for a level 80 opponent).
More armor can bring me to the cap against higher level opponents but I can never bring it above -25%.
NOTE: These calculations are not valid against mages who ignore all armor when they attack. Keeping some stats in Intelligence can help mitigate their damage, but only very little.

so where do we find the maiximums for our class?
Although I tend to not worry about the armor value and instead look at that stats.

If you're looking for it on your character page, it's the shield icon just below your mount and just above your achievement icons. It says "Armor" next to it and gives your total armor. If you mouse-over that icon, it will tell you your maximum armor reduction as well as where you currently stand relative to your armor cap.

Wow. I never knew that armor actually ment anything! I'm glad now that I have -46%!!!
